The Phantoms are minor background characters from the musical "The Rocky Horror Show" and subsequent productions since 1973, from the 1975 movie, and the reimagining movie of 2016 (in the films they're known as "Transylvanians"). In the 1973 original script they're described as "the ones that sing the choruses; localized in different parts of the theater and between the audience".
In recent musical productions, these characters are played by the understudies and they are in the stage, but they still don't have any major impact to the plot. In the 1975 movie these characters are called "Transylvanians" as they came from that galaxy to a convention made by Dr. Frank-N-Furter to present his new creation Rocky Horror.
